L’association Archipel 238 a été créée pendant l’été 2008 par Humberto Lopes, suite à des demandes répétées de la diaspora capverdienne, installée en Suisse romande, qui souhaitait bénéficier et participer à des projets humanitaires, d’entraide et de solidarité pour le Cap-Vert.
